TIN certificate mandatory for several key services from April

Under the provisions of the Inland Revenue (Amendment) Act of 2026, a Taxpayer Identification Number (TIN) certificate will become a mandatory requirement for several key services and transactions in Sri Lanka starting April 1, 2026.

This regulation empowers the Commissioner General to issue these certificates to any person or entity assigned a TIN, ensuring a formalized tax registration process for essential activities.

The Act specifies that the following tasks cannot be completed without the presentation of a valid TIN certificate to the appropriate authorities:

  • Financial Transactions: Opening any account at a financial institution or obtaining a credit card.
  • Property and Development: Registering land or land ownership and obtaining official approval for building plans.
  • Motor Vehicles: Both the registration of a motor vehicle and the renewal of a motor vehicle license.
  • Business and Corporate Actions: Registering a business and the transfer of shares in a company incorporated in Sri Lanka by both the transferor and the transferee.

The gazetted Inland Revenue (Amendment) Act of 2026 mandates that specific officials—including bank managers, registrars, and provincial or divisional secretaries—are responsible for verifying the TIN certificate before these services are rendered. (NewsWire)
