Public urged to report police officers refusing GovPay traffic fine payments

Sri Lanka Police says disciplinary action will be taken against traffic police officers who fail to facilitate payments through the GovPay system for on-the-spot traffic fines.
Deputy Inspector General (DIG) of Police W.P.J. Senadheera said the GovPay payment system was introduced in April 2025 to reduce inconvenience faced by motorists and save public time and economic costs caused by delays in paying traffic fines.
“Previously, motorists had to waste considerable time to settle traffic fines. The GovPay system was introduced to avoid this inconvenience and save time for the public,” he said.
According to the DIG, the awareness programme and rollout of the system across all nine provinces had been completed by January this year, while nearly 4,000 mobile phones had been provided to police stations through LankaPay to facilitate the service.
He said around 12% of eligible traffic fines are currently being paid through GovPay.
However, police have received complaints that some traffic officers refuse requests from motorists to make payments through the GovPay system and instead instruct them to visit police stations.
“When we investigated these complaints, we found that some officers had failed to carry the devices provided to them, while others were displaying inefficiency and attitude-related issues,” DIG Senadheera said.
“If an officer claims they are unaware of the system or that the facility is unavailable, it amounts to neglect of duty and a disciplinary violation,” he added.
He further said the Inspector General of Police had already issued a circular reminding all relevant police divisions about the implementation of the GovPay system.
